In der Zukunft befinden sich 98% der Erdoberfläche unter Wasser. Nur noch ein kleines Stück Land existiert, das die letzten Reserven Süßwasser beherbergt. Doch der skrupellose Warlord Mason Scrim hält das Gebiet fest in seinem Besitz. Dabei behilflich sind ihm nicht nur seine fiesen Gefolgsleute, sondern auch eine Armee intelligenter Haie, mit denen Scrim die restliche Menschheit unterdrückt. Die muss seinen Anweisungen Folge leisten, ansonsten muss man bei tödlichen Gladiatorenspielen als Hai-Futter einen grausamen Tod sterben. Auch die Freunde Willow und Timor müssen unter Scrims Schreckensherrschaft leben. Doch als einem ihrer Freunde ein blutiges Schicksal droht, wollen sich die beiden einer Widerstandsgruppe anschließen.
